Job Description of Project Officer

Position:  Project Officer ( with one year period based in Nanning )

Location:  Nanning, Guangxi, Care for Children, China Office

Reports to: Manager of Training Department, CFC China

Function: 

Technical focus on Trafigura project in Nanning.

Develop and implement the work plan for all the activities for CFC China to work on foster care issues both at demonstration sites and advocacy levels.

Ensure projects are progressing according to timelines and plans, and are brought in / on under budget.

Provide technical support to CFC China’s field projects on foster care issue.

Develop and maintain good relations with government and other partners in Nanning.

Communicate and mainstream CFC’s work infoster care .

Act as the prime to coordinate to oversee the project implementation in Nanning.

Main Responsibilities:

Develop the Work plans and lead CFC China’s tasks on Trafigura project implementation issues in Nanning to promote CFC’s mission.

To support training manager to design and develop family placement components in related project activities, including training plan, workshops deliveries, site visits, meetings, case studies, funding control in the overall Monitoring and evaluation (M&E) Plan and Budget Plan so as to achieve work objectives through the effective allocation of all various resources.

Maintain Project files and ensure all information is accurate.

Provide technical support to project sites and social welfare institutes offices on project issue.

Monitor and evaluate the projects implementation to make sure delivery of projects results requested by Trafigura foundation.

Prepare technical and financial reports timely with appropriate format, high quality, content, and within the specified time frame, to meet donor’s requirements.

Share information of projects progresses and achievements timely within the teams and related colleagues of CFC China and the network as well.

Maintain effective linkage among different project components to contribute overall objectives of related work.

Develop and maintain good internal and external relationships with donors and partners, e.g. CASW and Trafigura.

Seek magnification & fund leverage opportunities.

Perform other tasks allocated by the managers, if any.

Qualifications:

At least college degree in related fields such as child welfare, social work, education, psychology and project management.

At least 3 years working experience in related areas.

Good knowledge on project management and social work.

Good written and spoken English.

Proactive, innovative and result-oriented personality.

Good inter-personal skill, ability to work in a big team.

A high degree of personal integrity and commitment to social welfare work.

Ability to meet deadlines and work under pressure.

Ability to develop and maintain partnership at both local and national levels with government officials and partners.
